Beware the fact that it is registered .... you'll get hit with $20(+$12 for the mussel fee for freshwater) every 2 years from now on since boats must be "destroyed" to drop off the registration list.

Or just remove the letters and don't transfer the registration?

Just thought I'd throw that one out there.  I have a few boats of my own (regular boats) that I haven't used in years but the DMV won't let un 'Non-Op'.  All we can do is surrended the title & claim it as destroyed thus it can't be resold.  Sucks.

I think the law could fine you if you're on the water in a boat and your stickers aren't updated.  But if you're not in a boat that requires stickers, then I'm pretty sure you're good.  Not sure why that guy registered it, maybe it had a motor at some point?

But I think that's perfect advice if someone wanted to "unregister" a currently registered plastic kayak. If you're not going to use a motor on it anymore do the above & also remove the CF #.
The kayak can still be sold as kayaks normally are sold with no paperwork. I don't see anything wrong with this as the kayak is just being returned to it's original non motorized usage.

Only issue would be IF the new owner wanted to go and register it again at some point.  As far as the letter of the law is concerned, the boat would have to be destroyed.  When I was a dealer for kayaks, this ment we had to cut the SN out of the hull & either return the SN to the Mfg. for warranty replacement or as proof the boat was destroyed.

If you bought a kayak, would you want the seller to tell you "by the way, don't try & register it" or "hey, why is the SN missing" or "why do I not get a 'Bill of Sale' for this?  Too many possible issues to worry about it, esp. when there are soo many good deals to be found otherwise.

The title on my kayak has no unique identifier though, no SN, just make and model(expired, from previous owner).  So I were to want to re-register it, I can't see how there would be problem if I was to just say I bought it off "some guy".
