I am trying to understand the rules and regs on using minnows at San Luis or the Forebay. Specifically, does the water the minnows are kept in have to be retained during and after fishing? How about the minnows themselves?
I want to know because I have a bait tank that works by continuously pumping fresh water into the tank with excess water draining out of holes at the fill line. I'm guessing this kind of set up cannot be used at lakes where mussel inspections are an issue, but I can't find any specific information on this topic anywhere. Also, if I don't use all the minnows, I would prefer releasing them in the lakes rather than throwing them in the trash, but if I can't or shouldn't release them that's fine but I again I can't find the information online for some reason.
Lastly, I have very little experience fishing with minnows (which may be obvious given the questions I am asking) and was wondering if anyone has any rigging tips for drifting minnows at these two places. I'm guessing it is similar to other locations (carolina rig?) but what about weight (how much)? Is drifting more effective than slow trolling? Any differences in rigging for drifting vs slow trolling?

I like to run carolina rigs and florocarbon 3' to a hook. no weight below the rig so it can run around. I also run line to the hook with 2 large buck shot 2' up line and drop to schools found w/ sonar. hold on cause they hit hard and fast, loosen the drag! have fun :smt006

Thanks! So you engage the reel when the bait are where you want them? Was wondering whether the needed time to swallow the minnows or not.

I just leave it low drag. So they can run after pickup... The carolina or strait line without weight gives them the slack they want to eat the bait. Minnow runs away, they go kill it... Love striper. As far as bait tanks. I go there with a sealed bubbler system (bucket) dry boat inside and out! then after I relaese minnows there. No law against I know of (anyone else). Stripers eat them and get BIGGER!

The Forebay was where I caught my first kayak striper, using minnows.  Keep your minnows in a bucket, in the car during your inspection.  I started using 1/0 Mutu Lights per RavensBlack's recommendation and it has been working for me.  I just drop them down on a Carolina Rig, crank up 1 or 2 times, and just cruise along the rock walls.  The fish will hook themselves so make sure the drag is set tight enough but not too tight (the same amount of drag you want to have when fighting the fish).
