I always thought this was the case. I hate to buy prefilled tank unless a quick exchange is needed. Much rather go get my tanks filled by someone so I can see the amount filled.

i heard that the blue rhinos have a proprietary valve that stops you from refill them? the american gas tanks i bought are refillable

This is your government protecting you by fining the perp and then throwing the cash into the DNC slush fund.

How about a credit at the cash register until the fine is used up? I know that won't put money back into the government's hands but at least the victims would get something.

yep uhaul fills them all. Reminds me of an article i read years ago about candy bars. The candy co'd realized (at the time) people wouldn't pay more the .50 for a candy bar so to increase profits they started to make the bars a weee bit smaller and kept the price the same.
