Fishing Berkeley Pier area?

This is the closest launch to my home and I've paddled there a bunch of times. Admittedly, not planned in accordance to the tides, time of day or any other factors - every time we went was for a quick exercise paddle or to test out new gear. I know for sure that I've hit the peak flood and ebb currents a few times and in pretty windy conditions with frequent 2-3ft waves.
All the times I've been out there, I've never seen anyone fishing off a yak near the pier or anywhere in sight. Maybe it's because my paddle times are different from optimum fishing windows or something. Is it just too windy to deal with?
Just curious about what experiences people have had fishing in that area. I know stripers and halibut have been caught off the far end off the pier and would think you'd be in much better position and have better range OTW.
