Sounds about right. Lame.
But other than tearing down dams what are they supposed to do?

seems like they are still making quota, so the numbers of fish raised will not change based on not spawning these individuals.  And all spawned fish are filled then donated to food banks just like these fish a it is.  So, as long as the quotas are met, I dont see a problem.  Just forcing the temporal separation back into two separate populations...
