When fishing for Salmon at the mouth of the American/Sac River/Discovery Park/Disco, I usually launch from the car top/small boat launch on the park area/beach on the south side of the American (not the powerboat launch).  It's not bad, but the area can be sketchy on off peak times especially for leaving your car.  It also adds time to paddle down to the mouth as well as back up when you are done.  Unless you are going to do some heavy paddling, heading down past the mouth can be a bit strenuous.  On top of that, I hate the combat fishing right at the mouth while I am on my yak.  It's bearable on a boat, but on a yak it is sketchy as hell. 

The Broderick Boat Launch is down river from the mouth on the west side of the Sac, right across from the massive pump house and upriver from the I street bridge. 

I used to see boats launching at the little ramp, but I never ventured down that far as I really never went past the mouth.  My buddy also used to tell me that if you launched there you would definitely end up being killed by crack whores.  I guess back in the day the place was over-run with transients and probably was pretty sketchy.  Apparently though, the Parks department went in and cleared out all the homeless people, re-built the launch, and then put a big barbed wire fence around the whole thing.  It is actually really nice with it primarily being a boat launch only but looks like they are adding park facilities as well .  Way nicer that Discovery Park.  Because it is Salmon season there are quite a few trucks with trailers parked in there from before sunrise to after sunset so I don't really worry too much about leaving my car there.  I fish straight across the river so it is only a couple of minutes away.  The location is perfect because from the dock you can scope out the mouth and down to the I street bridge which allows you to decide where you want to set-up.  Either way its just a short paddle away.

For those in East and South Sac, it is actually much easier to get to as you don't have to cut through downtown.  The turn-off is right on the Franklin exit, right off of 80.  Coming down 50, it is a lot easier to get to.

If you Google map it, it actually does not come up.  For a better reference, use 4th st & County Road 136, West Sacramento, Ca.

Great info Steve.  I have launched my boat there a few times to avoid the chaos that is The Discovery launch on a summer weekend.  It has definitely been cleaned up as it is part of the newly revamped West Sac riverfront park.
