I think at this point it is important to define where NorCal is, which therefore makes it important to know the history of the term "NorCal."  The term "NorCal" like many other way cool terms was invented by surfers.  So by the original definition, any of the land-lubbing, dirt encrusted counties are simply not "NorCal."  They may be in Northern California, but they don't make the grade to be "NorCal."  You gotta be able to surf there.

Secondly, NorCal counties includes geographic boundaries, but they are also defined by other attributes of the populace like:

1)  A significant proportion of the populace must have extreme views to the right or the left--and their viewpoints are derived from smoking copious quantities of an illegal herb

2) A significant proportion of the population must voluntarily subsist on third world incomes

3)  A significant proportion of the population must grow illegal herbs

4)  Redwoods must outnumber humans

5)   A significant proportion of the population must have little understanding of "tech," "IT," or geek crap.

So when you boil all that down, you've got Sonoma, Mendocino, Humboldt, and Del Norte as qualifying as NorCal.  Really, that's the deal  :smt005

1.) A significant portion of the population uses the word "Hella". 
1st - 2013 Angler of the Year
1st - 2016 Angler of the Year
1st - 2016 CCKF AOTY

Santa Cruz county definitely counts then; more surfers than some of the Northern areas, lots of illegal herbs, we actually have a third world colony and a self described socialist is being cast as the conservative pro business voice on the SC city council.

If surfers coined the phrase Norcal, then you gotta include San Mateo, SC, and Monterey.
