See, they do lighten restrictions or at least try, I guess. Or they asked one of their in house lawyers what would be the best way to look like they are giving us something and in reality not give anything at all. Their is no time limit for the postponement so, we could be operating under 2010-11 rules for the next decade, waiting for the final approval of these new rules.
