I am thinking about getting one of these next fall before winter hits. In fact it is a 99% done deal for next winter.
Seems like an inexpensive safety device. I am concerned about hypothermia and immersion as the conditions I often paddle are very dangerously cold winter conditions, half frozen lakes in the CA sierra's all through the winter.
Also for the simple fact that I (getting older, 50 in june)may experience a medical emergency(heart attack/ stroke/who knows what) while far from any assistance in winter conditions.

anyone own one or have any experience with these?

I do not have the one you are looking at but I use a SPOT, and so far had not needed to use it in an emergency situation.  But since I do alot of solo back country fishing I can send my wife a location as to where I am parked, it makes her feel better that I have it with me in case of an emergency.  Every "I am OK" message I have sent her has always made it through.  I have yet to not have a message not get out and I have tried it in all kinds of conditions.

SPOT is what I have on my buy list but then again I am not an every day ocean fisher because I am in the Central Valley. However, my needs focus on backcountry Sierra fishing. inland big lakes, and the monthly ocean expedition. Just don't get water activated—not with a kayak ;-)

I have read a lot of negatives on the Spot vs a PLB. I suggest you do some research on the different types of products available and their pro's and cons.
