San Joaquin River Excursion

I am looking at doing a river excursion this spring with a few of my backpacking/kayaking buddies. I am familiar with every inlet of water from friant to 99. My question is, is the San Joaquin navagatable from the Millerton Lake to the Delta?? I am aware the water reached the delta for the first time in 60 years recently...but will the water flow be strong enough to navagate this spring? It would be a real bummer to get beached in the middle of no where because the water dried up! :/ I also need information regarding camping, as this is a 4-5 day trip. Maby i should check in with the local forestry office? any information is much appreciated. thanks!
