Does anyone have any tips for the best spots both inside and outside of the harbor and jetty?

Rich,

Don't know if you have a fish finder set up on your kayak but it will help you find structure. If not, just paddle out to the mouth of the harbor and head off shore towards the first green can you see. Work your way towards the jetty - depending on conditions, you'll see the waves breaking on the reef line. Fish on the outside of that reef line right along the kelp beds. The fishing isn't the best but every now and then you'll get into a school of big blacks and blues. I'd use a 3 to 4 ounce lead head jig and put on a whole frozen squid on there.
