I was fishing a double fluke at big break and discovered the stripers loved it,  even brought in two undersized at the same time.  But I kept wondering if it's legal.  One ticket is worth a brand new custom rod. Anyone know? Thanks

you can use as many baits as you want as long as you only use 3 hooks in freshwater
