You can do this pretty easy and really cheap at home.  Just print out a color picture on tissue or decal paper.  Stick onto your lure and smooth, and then epoxy coat.  A silver/foil background makes the decal look better.  Chrome paint works well and is easier than foiling.  Spray adhesive works good to attach the tissue/decal paper, and i just use some cheap thinned epoxy to seal the paper.  Once the epoxie goes on, the paper becomes translucent.  Hardest thing is getting the picture size to match the lure.  Photoshop works great.
