Isn't a 191 kinda short?  I'm only 6' and use 220 - 235's.

One says 190 and the other 191 right?  I just got a pt 15 but seems like they would be to small.  What do you think?  I still have a big heavy paddle.

They're both size 191.  A little short but would be fine for a spare paddle with that price.

Would it be suitable to use for my 12 year old who will be paddling a tandem with me? Or still better to get a ocean yak paddle?

190 still seems short to me, even for a kid.  Remember, you're on a fairly wide SOT.  It ain't going to be fun for him if he keeps banging his knuckles.
