Found this vid on You Tube.  I thought it was a great idea for quick and easy skirts! The video isn't in english, but the fellow gets the point across.



Using balloons for the skirts, you can easily change colors.  I am thinking the party balloons at the dollar store would work perfect. 

These would be great for adding skirts to spires head jigs, the bottom of butterfly or knife jigs, and replacing spinner baits skirts.  Maybe even making a knockoff Lucanis jig. You can layer colors, ect.  They won't last as long as good silicone skirts, but for the price these would work great!

I am going to try and make a skirt cutter out of some washers, a bolt and razor blades.  I can sandwich the razor blades between the washers, and bolt the assembly together to cut all the legs at once.  We will see how it works.  Probably easier than the scissors.

Yep, balloons are great. I tried some over the summer for cheap rockfish jigs. One downside is that the rubber tends to cling to itself a bit, esp once it's wet then dried again. Also, they're made from latex, so they break down in the elements a lot faster than silicone & other synthetics, which, on the other hand is a benefit since it won't be adding more undegradable plastic to the waterways.
