I talked with a rep at Reserve America (ca state park online reservations) and she directed me to the State Parks website where I found this.

Although it refers to March 2010, that's really not clear in that they've stopped taking reservations for all parks not on the list below, effective immediately, then hopefully as things sort out they will again start taking reservations as the notice says.

Apparently at this moment all the parks are still open on a first come first serve basis, except that current existing reservations are being honored,

March 2010 Camping Reservations on Hold
In order to live within our means in the midst of sharp budget cuts, California State Parks is in the process of determining which parks will need to close in order to keep others open. There are 20 parks on the reservation system that continue to take reservations for March 2010. These 20 parks are the most likely to remain open as State Parks adjusts to budget demands. To provide for the least disruption to our visitors, State Parks chose to hold reservations at all other camping parks until a final open/closed list is established. If any of the 20 parks do appear on the final closure list, full refunds will be made. An open/closed list will be made available sometime after Labor Day. Any parks on the list of parks to remain open will be placed back on the reservation system on October 1.
We appreciate your patience and understanding as we work through these difficult decisions.

We called last week and the girl sounded like she had never heard there may be closures ....
in any case she said the reservation for refugio on 9/25 was good
