Good find, they certainly give the impression that the area is non-motorized with signs before the launch and right at the launch talking about "non-motorized boats only" under the River Preserve sign. I guess that means that only the shoreline is a preserve  :smt003
Indeed... elsewhere on their website it states that fishing is only allowed from the water, not from shore.  My bet is that is to help keep the litter down.  Shore anglers, by and large, tend to be filthy litterbugs.

Unfortunately true - in other areas of the delta the banks are absolutely packed with crap of all sorts.  :smt011

Not just the Delta... every lake I have ever been to in the Bay Area, and every saltwater shoreline where people frequently fish from shore, is a garbage dump of line, eggs jars, worm container styrofoam, cigarette butts, rubbers (used), syringes (also probably used), beer & soda cans, McD's wrapper, etc... pisses me off to no end.

Sorry for the thread hijack... but litterers are right up there with PETA and gun-banners in my book.
