Freshwater fishing regulations

With the Lake Mendocino striped bass tournament around the corner, I was hoping to brush up on my DFG freshwater fishing regulations.  I've gone through the regulations myself, but having never really fished freshwater in California before I have a few comments/questions that might save some of me an embarrasing ticket or two.

1.) Reminder to self, leave the gaff at home, even possesion of one on freshwater is illegal  (section 2.06)

2.) The two rod stamp (section 2.00) If I don't have the stamp, can I still have mutliple rods as long as I only fish with one at a time?  Can I still get in trouble for simply having a second rod rigged and ready to go?

If anyone can think of anything else I might not realize I need to worry about, please let me know.

I'm pretty sure you are OK possessing 2 or more rods, just as long as you one have one line in the water.

For Saltwater salmon, I somtimes carry two rods (a trolling rod and a mooching rod), even though you are only allowed to fish with one.

BTW, correct on the gaff.  No possession is allowed.

PS, I think the 2 rod stamp does not apply to the Bay, the Delta and the rivers/streams connected to the delta, which is connected to the bay, which is connected to the ocean.  
Its pretty much only for lakes.  I'm sure there is a clear definition somewhere in the FW regs.

OOPS:  Just checked the regs.  The 2 rod stamp is only lakes/reservoirs ONLY.  I was thinking of the Bay/Delta stamp.  There is a map on page 6.

In looking at the map, you need the stamp even if your fishing in a lake bordered between HWY 80/580/205/99.  

I know Los Vaqueros falls into this zone.

I don't know if I'd ever call the DFG regulations clear.  Maybe from a legal standpoint they are, but I always discover something new every time I re-read them.

For example, the gaff thing.  I knew I couldn't use one on freshwater, but I have a horrible habit of storing things like extra gaffs in my kayak hatch.  

As for the second rod stamp, I guess it might be useful during the striper tournament in that it would allow me to troll a live minnow up in Lake Mendo while I wait for striper boils to cast to.
