I pan dress them using the technique shown http://fishcooking.about.com/od/wholefishrecipes/ig/How-to-Pan-Dress-a-Sand-Dab/    However, I leave the fins on because on the little ones, the fins are good eating. BTW, where did you catch the dabs, San Simeon?

I like to take the skin off and filet them. Just put a 1" x 1" cut down by the belly, then thinly cut the skin around the filet. Get a pair of pliers and pull the skin back towards the tail. then filet the meat from the backbone down toward the belly using the ribs as a guide.

The fastest way I know of is just grab a pair of scissors and cut around the dab. Head, fins and cut out the stomach, anyway thats how commercial fisherman showed me. You can clean a whole bucket pretty quick. Oh, leave the skin on too!
