Where can I find code on making a cool moving avatar?

They are animated .gif files and you can use a number of tools to create them. Photoshop is pretty common but a bit overkill for only doing animated gifs. Also tools like Fireworks and many general graphics programs support making them. If you already have a graphics program it might already do it for you.
