They are animated .gif files and you can use a number of tools to create them. Photoshop is pretty common but a bit overkill for only doing animated gifs. If you are on Windows I have heard good things about this tool http://www.mindworkshop.com/alchemy/gifcon.html if you are on a Mac I have heard good things about Gif fun - http://www.versiontracker.com/dyn/moreinfo/macosx/7387.

Also tools like Fireworks and many general graphics programs support making them. If you already have a graphics program it might already do it for you.
