I was just wondering if anyone has had success topwater fishing over shallow reefs, along kelp beds, etc?  Seems like it would be a fun, but I wonder how productive it would be.

I have heard of at least one ling hitting topwater plugs intended for stripers...

I know a lot of fly fishermen up here who go for blacks with poppers and shallow running flies. When they're boiling it could be a ton of fun on a lightweight setup as well. And you never know what you'll come up with. As a matter of fact there was a report earlier in the year that someone here @ NCKA nailed a coho fishing the outside of a kelp bed.

Well I'm going to try it out this weekend.  I have a few large floating poppers, big striper plugs, etc to try.

Many surf fishermen target the stripers with 3 oz top water lures exclusively. But this is not the time for that as I understand it. It is for the summer months when the stripers come out of the bay.

   Black rockfish feed in the top three feet of water often enough and quite often in the top 15'. Look for bait.
    When fishing in the kelp I've commonly seen  boils on the surface from lingcod laying under kelp fronds then going after bait. Usually just sublegal tho.
   
     I once caught a keeper ling that hit the lure on the retrieve  just as it broke surface next to the yak, in the kelp up by Natural Bridges.Hello!
      Freshwater, I,ve had largemouth do that a lot.
     I,ve caught two salmon while trolling in the top 10'  in front of the Santa Cruz harbor one and two miles out in overcast conditions. Maybe they would have hit a surface lure.
