It's starting at East Bay Parks:

At their July 1 meeting, the East Bay Regional Park District Board of Directors adopted a staff recommendation to begin a pilot boat inspection program at two of its five reservoirs that allow boating. On July 3, inspections will begin at Lake Del Valle in Livermore and Contra Loma in Antioch during regular boat launch hours. During this initial week, these will only be courtesy inspections (no fee charged) at those two lakes, and boats will only be failed if inspectors confirm the presence of quagga or zebra mussels. A contractor has been inspecting boats at Lake Chabot since the spring and those will continue. Future inspections are likely to occur in the near future at Quarry Lakes in Fremont and Shadow Cliffs in Pleasanton.
