I'm traveling to San Diego soon, a couple weeks, I have the 'Locktight' rack for my yak, but how do you secure your fishing poles, outside of your car? I'm sure I can find a way just to strap them down, but what happens if I need to go inside somewhre and take a leak? Fucking tweakers and such, someone might try to swipe my rods. So, how do you travel with fishing rods, outside your car, so they are secure?

I can make a 4" PVC storage tube, but how do you secure the front end so only I can get in and out of it? There is a product on the market for a 6" PVC tube, but that is too big.

Hod do you DIY this?

Get a 4” or 6” conduit carrier kit and plastic  drain or ABS pipe cut to the length you want. Put some foam padding on the ends of the pipe. You will want a kit with 4 clamps (2 for each bar on your rack) and plates that connect the clamps.

If you can stuff your rods inside the kayak, that can also work well. Not truly secure, but out of sight out of mind.

I made a 4" pvc rod tube for transport. I had some ideas on securing a lock on it but then realized its pvc. If a thief wanted it all they would need to do is just cut it open. I just use it for transporting them and works great. I usually just take them out and keep them at my destination. I kinda like KPD's idea about putting them in the hatch

+1 to KPD suggestion.  This is what I do, not only with rods, but as much gear as possible.  reduces the number of drag-inducing items up top

I put my rods in the car.   RAV4.   Put them along the drivers side and strap them to the handle above the rear door.   So are pretty much above my head when I get out.   Tip at windshield.   Longest is 8’.

I used a Bazooka tube.  ran some tiny padlocks thru the holes available and then cabled it to the roof rack.   not perfect, but stops the grab and dash types.

I drove from west Texas all the way thru Oklahoma safe.  some sketch stuff along the way.   like carry pepper spray sketch.
