The launch would be at the cover on the south of lighthouse. There is a stair that leads to very nice beach. The cove is well protected from NW swells. I have launched from the beach a few time. It is always a cake. See image:

Direction:
Follow the sign on HW1, turning to lighthouse road. You will see a park lot after 100 yd. Parking is at Pigeon Pt lighthouse. If the immediate parking is full, you can also park your car at adjacent parking lot at the north.

Caution:
It is a popular site for visitors. When you come back from fishing, there is a high chance that visitors are in and out of this area, this is, a lot of car movements. With kayaks and gears, they do interfere with visitors. Just be polite to them, or park your car at the north, which has much less traffic.

The tour guides have always run me out of there when attempting to enter thier property to get to a fishing spot.

Which stairs are you talking about? Whic beach in the picture you linked? Left... right?

This is a very fishy area and we do good in the boat at the light house.

I would love to hit it in the yak.

   He mentioned "south of light house" I see 3 beaches in the link.  Can't really make out any stairs though.

Which stairs are you talking about? Which beach in the picture you linked? Left... right?

Stairs are at the right of the picture. You won't see stairs from the picture. It is hidden, but if you are physically there. you won't miss it.

Parking lot is at the left of the picture with small sandy area.

The first beach from the light house is the launch spot. Picture does not show the beach and stairs. It helps you to locate the place. You would have to visit the place, to see the stairs. If still not, ping me.
