places to bank fish near Sacramento?

Is shad fishing better in the evening?  I was there this afternoon at miller park.  Got one Shad in about 2 hours.  There was a line of people.   A few hookups here and there.   Is it crowded in the evening?

I was there at sunrise, and there were about a dozen people. A couple of guys each caught 4 or 5, a couple other guys had 1 each, and everyone else (including me) had zilch.

I stewed over the skunk all afternoon at Davis, and decided to stop by Miller again on my way home. At about 6:00pm, there were at least 3x as many people as in the AM, and I only saw a couple of shad caught, although I was only there for about an hour.

Again, none for me in the afternoon. I'm going to have to give it another try soon...
