I have a brand new black 55 gallon ABS drum your welcome to Eddie. I've seen them strapped to docks lying horizontal with a large access hatch cut in the side. Drilling from the inside......pretty smart, can also clean up the holes with a countersink bit.

These things typically end up getting all gunked up with algae and I suspect a plastic drum might be easier to clean than a net enclosure unless you have a pressure washer.

If you have power available what about running an intake pump with an overflow drain. No holes needed in your drum. You could have the flow going circular to keep the bait swimming in circles.

Eh, holes are probably way cheaper and easier.

I’ve seen 2 issues to be the most problematic, thought I’d share if not already known.
1.)When drilling holes or creating perforations on a 55 gal drum, sharp plastic edges on the inside causes damage to the fish. These are caused by drill bits or saw blades and should be minimized or smoothed. ...

I've found that forstner bits give the smoothest edges, at least on polyethelene. You might still have to sand/smooth a little, but less so...
