Can anybody help interpret what this means?
Especially when it comes to the upper Arroyo Seco river during trout season...I think it says the river will be closed to fishing (if it aligns with reg 7.0 that states you can’t fish any streams in Monterey, Santa Cruz, San Mateo, San Benito, San Francisco, and San Luis Obispo counties UNLESS they’re listed by name is the special trout section 7.5). OR does it say the upper river will be open year-round with 5 fish limit?

Gives me a headache just looking at it. What do the empty spaces mean?
I don't like stuff that sucks.
