My neighbors paid for a new fence and didn't even ask.  A few months later they were going to have my large oak tree that hangs over their yard trimmed.  I did offer to pay 1/2 on the tree. They still haven't sent me the bill. 

Suck it up and be a good neighbor!

Of course the last thing I want is problems with neighbors.
I was just asking what the law states so that I know as opposed to assuming what the responsibilities are legally.

I just now had a very cordial meeting with them and they are in agreement in paying half.
I’m meeting with contractors now and obtaining 3 quotes.

I’d rather pay 100 percent of the cost than to create any problems.

Hey that’s great [emoji1360], difficulties with the neighbors are a bad long term problem to be avoided at all costs, especially since yours is a rental property and that neighbor can be either a great help or a terrible pain in dealing with the tenants.

Suggestion (my architect’s hat is now on):  Add wording to your RFP that requires:

A) redwood construction (in-ground rated pressure-treated is about the same cost, lasts about the same, is quite toxic forever, all cuts MUST be re-treated or they will rot out almost like regular wood (redwood doesn’t have this requirement)), redwood looks nicer, and redwood doesn’t splinter like pressure-treated

B) all redwood must be heartwood, sapwood will be rejected.  This is important because the sapwood does not last more than a few years.  Unfortunately, chances are good your bidders will go to Home Depot and from what I’ve seen, about 85% of HD’s redwood fencing contains sapwood, which is how they can get their prices low.

I would never wish that for anyone. You should feel comfortable and safe in your home.
Can you imagine the stress that these people are in on a daily basis?

On the contrary my neighbors like me and visa versa. Gifted them countless fish, crab and abalone  over the years.  :smt007
