No one in his right mind would trade that hefty fine for a fish once they're aware of it. 

DFW is always prowling around HMB.  If they were doing something illegal, they would've busted a long time ago....because they're still using the same technique from last season. 

I'd rather be sweating my ass off on the ocean, trolling for salmon than sitting inside the harbor, relaxing, and waiting for a salmon to floss their teeth...
