So your buddy or wife who could help you trailer your boat can't help unless they are licensed but the jackass that is in the rental can.

Lol rental boats are exempt.
They are covered under a different card if they don't have a CVOC.

678.15. (a)  On and after January 1, 2018, a person engaged in the business of providing for rent a vessel or vessels propelled by an engine, regardless of whether the engine is the principal source of propulsion, shall require the renter or operator of the rental vessel to show proof of possession of a vessel operator card issued pursuant to subdivision (b) of Section 678.3 before renting a vessel. If the renter or operator of the rented vessel does not provide proof of possession of a vessel operator card, the rental agent shall, subject to the requirements of subdivision (b), issue to the renter or operator of the rental vessel a rental vessel operator card developed by the division pursuant to subdivision (a) of Section 678.3 and a map of the waterway the renter or operator indicates is the location of intended operation.

I would hope that means that rental operators could potentially be liable for their renters if they don't have some sort of boater safety course done.

Technically, the operator of a kayak with a trolling motor would be required to have the license ... so it looks thus far.

Now if the CA DMV would just pass a law to allow boats to be non-op that would be a true step in the right direction!

Agreed about the non op.  I am going to have to lie about a registered yak that I no longer own, and is no longer motorized.  Oh well!

There is a real "gotcha" when it comes to DMV & boats (and occasional motorized kayaks)

I would hope that CBW would recognize other cards such as US Power Squadron or American Sailing Association (which after basic includes motoring and safety) so we don't have to pay yet another fee for another certification.  Any of these safety/ operator programs shoudl be reciprocal!
