Just checked and their license expired in July of this year. Here's their bonding info

This license filed a Contractor's Bond with WESCO INSURANCE COMPANY.

Bond Number: 04WB030303

Bond Amount: $12,500

Effective Date: 07/08/2013

This looks like a small claims case to me. I would report this immediately to the Contractors board for contracting without a license or bond. This in itself will be successful in small claims.
Keep us posted.

On a side note, just because a person has a contractors license by no means justifies their qualifications. California makes it extremely easy to get your contractors license so they can regulate you from that point on. Although I've been licensed and bonded from day one, I know several non licensed builders who are very qualified, some much more qualified than licensed ones. I no longer am contracting but now realize that they are the smart ones. If you're legit, then a license is just a piece of regulatory paper these days. Just thought I would throw that out there, for what it's worth.
