Their phone # is down after 12:00, so only able to call in the morning. Guess I will try tomorrow, not sure if City of Sac is working Veteran's Day or not. Gotta love it.

If you used your phone it should be time and location stamped. It might be helpful in court. Then again you might need video showing the cash.

I was accused, (not to my face, but to others in my group, which I found very annoying), by a camp host of not paying the iron ranger when in fact I had.  I bet it happens a lot.

 I bet some tweeker employee who's job it is, to empty the iron ranger pocked your envelop!  Same damn thing happened to me & friend when we went to Ruth lake for a week.  We filled out the little envelope, added cash (Mistake-Never again, will use check next time)  stuffed the Kitty and made sure the envelop fell all way into it, and proceeded to enjoy the next few days (Not the whole week) came back from fishing the lake to find our campsite had a notice we needed to leave!  Off to the office we went. The gal behind the desk said we didn't pay for the site and someone reserved it.  We argured and showed the tag end of the envelope and stated we  did pay, and that who ever has access to the Kitty has our cash!  She didn't want to hear that! (Was probably in on it as well or her tweeker BF was the one who collected the fees) 
  We bitched up a storm, she apparently contacted the people that reserved the spot we were in and we stayed a few more days never ( think we made 4 of the 5 days we paid for?)hearing anything more from her about the missing funds.  We know we weren't the first, But I figure we put up the biggest bitch about it!
  Never been back to Ruth lake because of that!
  Never been a fan of the Iron Kitty or ranger!

Check is not a bad idea, but on the other hand, if a tweaker opens it and sees a check, and pitches it, and it is never cashed, you have no proff of payment. You are in the same boat (pun) just $5 richer.

I filled out the form, and am mailing it in to them. We will see. I am hoping they are reasonable and take this into consideration. I tried contesting it online, and the citation has not been entered into the system yet. I have 21 days to contest it, so I guess that getting the process started is the right thing, and just go through the motions.

 The issue with us was, when we arrived, the office was closed, otherwise we'd have paid in the office.  Since we never had a visit from a "Camp Host" we figured everything was ok.  (Another learning experience there) Most of the Camp hosted campsites we've been to up to that trip, the camp hosts usually came around and introduced themselves.
  This didn't happen at that Ruth Lake campsite.  (Red flag?)  We did see a shady character running around the campsite in a golf cart, but never came down. 
  I can't remember what the name of the "Management company" that ran the campsite is now, but we knew then and called and complained that they are employing thief's at that particular campsite.
  I guess a check could have disappeared just as easily as our cash did.
