I've been to Rollins, Scotts, Jenkinson, Rancho Secko, Brannan Island to camp recently. Some camp sites are right next to the water. Not sure if you are kayak or bank fishing but the lake access can be very close (20 ft away)  at some spots depending on the campsite. You could even just set your pole and eyeball it from your camp site.

Good spots will probably already be reserved though. I don't know about camping at Brannan Island. Lots of pincher bug infestation everywhere. They will be all over your stuff when you pack up. I had to set my packed tent in a plastic bag and let it cook under the sun for a couple of weeks to kill those little buggers.
