Do boat limits apply on mothership trips?

Sometimes on long range trips, a skiff is used to land giant tuna. This is in Mexican waters usually. So my question is on a kayak mother ship trip is it personal limit or boat limit.

It would be personal limits since the kayak anglers are all fishing solo on their single seat kayaks. For those on tandem kayaks, a boat limit would apply to their kayak.

Hmmm, good question!!! I think boat limits would be applicable, if the operator obtained a multi-day permit. Because a multi-day permit implies that you will be staying on a boat (you can't come ashore or anchor within 3 miles of port or yadda yadda). And if you're staying on a boat, then boat limits would seem to apply.
