FYI - my T13 will be primarily used for north coast (salmon, rockfish, crabs) and SF/SP bay (halibut, striper, sturgeon).

1. With the winds in the bay, a rudder is a good idea
2. A quick release anchor is a must for Sturgeon
3. Always a good idea to have a safety flag & light in the bay with all those crazy PB's 

The list will go on and on but these should get you started
(I assume you already have the basics - FF, VHF, PFD, Rod Holders, Etc.)

4. rudder(although I have been without one on my 15 forever)

The best paddle you can afford. I love my Werner Camano.  It makes a huge difference.
The best seat you can afford for all day comfort.
I agree with the other guys.

1. patience on making mods until you fish with your boat
2. Seat (anything that makes you more comfortable)
3. tie between rudder and QR Anchor

Floatation in hull
Gps/fish finder combo

A light weight paddle is a must IMHO too.

On my Outback I only have two 3 mods, FF on the Hobie mast tube installed, and my crate.  But the crate has several mods  :smt044  I'm still the "Zero Hole" guy on my Outback  :smt002  EDIT: Ooops, forgot the turbo fin upgrade! :smt003

My number one must have mod is to make sure that everything is attached to your kayak or that it will float if you flip over.
