I use NOAA for reports:

but it isn't hourly which would be nice.

Lakes and low wind are good for beginners. In 15K+ I can barely make any ground at all into the wind in my old Scrambler XT. It's light, but sits above water a lot, catches the wind. It doesn't cut through breakers well. But it's not tippy.

Move up to bays like Doran beach before heading into the ocean. You can slowly venture into as much swell as you feel comfortable with.

If the swell is very low and you have places you can land downwind if necessary then 15 is doable if you like a workout.  More than that and you're just doing stuntman training.  Yesterday afternoon and into the evening I paddled into 7-10 knots for 2 hours and then back across the wind a few more on the XT and it was fine.  The X-Factor gets moved alot by the wind, but it's so stable you can get away with alot.  For short periods, and, again, when you have low swell and the ability to land downwind if needed, it can be fun to grapple against 15 to 25.  Danger is always a component though when you choose to make much of your focus battling the wind vs making your focus going out on calm days.

Fishinmike's in town and salmon fishing's out of the question this weekend, so maybe we'll do wind-perching in the bay.   :smt001

To be on the water for that 9:50AM Eureka Buoy report is dreamy - 3 feet at 17 seconds with wind of ZERO and gusts to 1.9!  but you gotta be ready for what's coming up mid-afternoon through dinner time.

PescaDONo made the comment that the link he uses isn't hourly,  the hourly data is available (and it's what I rely on).  The hourly data for the click point is available at the bottom of that display page, just find and click on "hourly weather graph" it's at the bottom right corner of the page.  It's the most useful tool/data I've found.
