  Well, in my 41 years of astronomy, the atmosphere magnifying the moon low on the horizon is the norm.  It is an optical illusion caused by the curved atmosphere.  Same reason as when one watches a sunset over the ocean, and the sun appears to flatten out as it sinks into the water, at that point, the sun has actually set below the horizon,  and what is seen is the sun's rays bending around the curvature of the earth through the atmosphere.  Because our eye's are more sensitive to green light, when viewed with optics the "Green Flash" or St. Elmo's fire can be seen.  Only through the refraction of the suns light through our atmosphere is that phenomenon visible to the average person
