Seriously though.....do it.  Boat registration is only $20 every two years.  They make saltwater versions for flats style fishing boats that would work just fine in the bay.  You could get away with a small battery, no need for a big deep cycle.  Waterproof battery box strapped in the tankwell.  The whole set up would probably be about 50-60 lbs if that....some guys carry that in beer and tackle alone. 

It can be done.....and just think of the entertainment value when you post your first catch to aoty
