As long as you staid south of Disco Park in Sacramento you should be in the Delta, or at least DFG's description of it. Actually the I-80 bridge is about 2 miles east upstream from the Sac from Disco Park. And because the eastern boundary is Hwy 99 you can go pretty far up the Mokelumne and still be in. At least past the Consumnes River Preserve. I actually saw a guy trying to snag salmon at the Preserve last week. He was casting a huge crank bait and rotating his body 180 degrees ripping it through the water then picking up the slack and ripping it through the water. The guy was acting real shifty and nervous which made it even more obvious he knew he was doing something illegal. I called CalTip but nothing probably happened. I guess some people just care about numbers regardless of the legality. I might be able to make it out with you guys next time you go. I might even stop by just to take some pictures.
And you could hear me screaming a mile away as I was headed out for the door....

Got it!  Another example of how frickin confusing the regs can be.
