I'm reading as much as I can about places to launch and Russian Gulch up by Ft. Bragg looks really nice. Looks like it may not be too difficult to put in there for a newbie. I'm trying to understand the fishing regs for this area. What I've found so far says it's a protected area, but the regular regs are in place. Huh? How for do you have to go from the beach to fish?

You have to read the fine print for each MPA to find out if they allow recreational hook & line fishing (for finfish).

You can fish that area, just don’t go too far north where fishing is not allowed. Blue is good. Red is bad.

My wife and I fish from Russian Gulch a couple of times per month.  If the ocean is rough you can fish within the cove but typically you will catch small rockfish and undersized lingcod.
To catch reasonable size fish, you have to go outside of the cove.  The current regulation allow you to fish within the protected area.  Beach kayak wheels will be helpful.  If you have any specific questions, please let me know.  The following is a video of our latest Russian Gulch trip:
