We could probably create a formula that identifies the ‘best’ kayak for each person, by having them rank importance of features, types of usage, their height/weight...patent pending!
I don’t think it would work. My Tarpon 120 is great for trout fishing on the lake. I use my Thresher 140 on the ocean. Maybe a best all around fresh water kayak and an all around best kayak for the salt. It just seems the more you improve one area the more you take away from something else. I’m thinking I wouldn’t want an all around kayak because it wouldn’t be great at anything. My 120 is marginal in the ocean and my Thresher is very difficult to turn and anchor when sturgeon fishing. Maybe you can find something that is decent at what you do the most and passable at the rest. Is that really the best?

if you paddle and you are on a budget and you want to use it for the ocean, lakes and the delta I would say vibe sea ghost.  For under $1000 you will have a yak that is very stable, has a rudder, has a comfortable seat, and lots of storage.  If money is no option then buy a few yaks that are specific to the purpose.  One for the ocean, one for small lakes, etc.   I recently saw a guy at Rollins with a yak that had an electric motor, peddles, fishfinder and everything else you can imagine.  Best all around yak is kind of like asking what's the best all around automobile.  No one answer is going to be right.  The best yak is the one that you like and getting on the water.
