Very easy fix for both spillways. Materials and getting the materials there is the challenge.
I proposed portable conveyors to place rock. Shotcrete topcoat, drill soil nails/anchors, cap with layer of concrete. Injection grout the main spillway to seal and purge voids. Done.

Oh HELL NO!

When are you gonna get it through your THICK head, there's at LEAST $200 Million to spend on this.  Your plan falls woefully short of that budget.  With a little imagination, I'm sure $300 million could be wrangled out of this.  Most of it going to fight the same federal government that would supply the bulk of the dollars with the hiring of Eric Holder.  Threatening to tie up in court every policy the white house administration proposes that might affect this state.

California has taken every measure possible to be adversarial to Trump, including talk of succeeding from the Union.  Now it comes a groveling for emergency funds.  Personally, if I were Trump, I'd start building that wall right along the California border starting with Arizona and work my way North to Canada.
Hey now don't include Oregon in this , I may not like the new president but I have been saying for 20+years that illegal is just that ILLEGAL and instead of spending my money paying fir there country club visit in jail they need to deport them and use the border as military sniper training.

Just let the rednecks take care of it. Homemade boobie traps, shooting galleries, and dodgeball with water balloons filled with high viz dye. All non lethal, shooting gallerie is marbles instead of paintballs. Drone attacks. It could be fun. Dont kill anyone, unless they appear like a bad apple. Use discretion...

Don't include Oregon?  I only have one thing to say for that; Portland!!  Geez, those druggies sure can protest.  But I do understand.  Jefferson would define the border IF it's established before the wall goes up.  For me?  I've been behind enemy lines before.  I establish my Freehold.

We're in favor of walling-off California.  And druggies?  I suggest that you, sir, have forgotten your history!   :smt001

I tell everyone, in a crisis, your car is pretty much worthless. Gotta be prepared to bail, or anchor in place. The roadways will be gridlocked. Know the back roads.
