Was the main spillway just dirt....initially?
It absolutely floors me how paid engineers cannot use common sense.

This is not the main spillway, which is concrete. This is the emergency spillway.

I know that. My point was that they cemented the main spillway because it would erode if they didn't. It's not like it was dirt and then someone said, "Oh shit, the dirt is eroding. We'd better concrete it", which is pretty much what happened with the emergency spillway.

I'm sure the lack of concrete wasn't related to the low bid. Probably some political appointee said "when will we ever need to use an emergency spill way? Dirt will be fine"

Very easy fix for both spillways. Materials and getting the materials there is the challenge.
I proposed portable conveyors to place rock. Shotcrete topcoat, drill soil nails/anchors, cap with layer of concrete. Injection grout the main spillway to seal and purge voids. Done.

When are you gonna get it through your THICK head, there's at LEAST $200 Million to spend on this.  Your plan falls woefully short of that budget.  With a little imagination, I'm sure $300 million could be wrangled out of this.  Most of it going to fight the same federal government that would supply the bulk of the dollars with the hiring of Eric Holder.  Threatening to tie up in court every policy the white house administration proposes that might affect this state.

California has taken every measure possible to be adversarial to Trump, including talk of succeeding from the Union.  Now it comes a groveling for emergency funds.  Personally, if I were Trump, I'd start building that wall right along the California border starting with Arizona and work my way North to Canada.
