Regulations: Net required?

I saw a cheapo promar foldable net in Wal-Mart the other night for $15. Definitely an improvement over the old one that I derided so much, as it's now made of plastic. Its still a piece of crap, but at least it's a non rustable piece of crap worthy of getting stashed quietly inside a hull.
