Classified section question

On the classified section, I am trying to post new message or reply the message but there is none of these option for me. Hope anybody help.

Clasifieds are available after a member has a certian # of posts.  Also we don't allow fluff posts just to get to the classifieds.  this is to avoid troll-types from accessing our site just to sell stuff.
