Looks like maybe a safety lanyard. I was an iron worker in the eighties in Atlanta, pictured is me at 20 floors above Peachtree and West Paces Ferry rd, with a working clip, the clip we use to work columns, sometimes we used ones that had a longer line, so you can walk around still, and it has a built in extension so you don't get yanked when you fall, but it sure hurts.  Me and another guy got knocked off a beam by the crane at 24 floors, swinging in midair, we had those on, it ripped my side open when it stopped short at a dozen feet or so.  I shit my pants. Saved our lives. They throw them away after a while, they get dirty, greasy, cracked.
