I tried going out on Monday morning before the big storm hit.  The wind was horrific and waters were choppy.  As far as changing tactics, reports for the Napa River stated, River is muddy with the recent rainfall, fish are being caught mid river with live bait.  According to the report from Sweeney's a 30lb was landed on live bullhead.  Now from my experience I would still prefer casting and plugging lures vs. soaking bait.  Stripers have amazing lateral lines and can hone in on pretty much any bait even in murky waters.  Just my opinion.  I'm hoping to get out sometime from sunday-tuesday this next week.  Setting up a new ff on my yak and can't wait to test it out!
Saw that report as well and that's the general consensus as I understand it too - switch to bait when the flows rise and the water muddies up. I drove over the river this morning and it was pretty muddy and there was definitely some debris coming down. As you said though, I'd rather plug or troll myself as well. Its a shame because there were some solid schools even up into town that were hammering everything just before the rain started. Might give it a try myself next week anyways and just see how it goes.
