So this means irons must be less than 1/2 ounce, right?

So a weight is not the same as a lure.  A lure is a lure, a weight is a weight.

So you're allowed to:
1. Use jigs larger than 1oz in the delta, no specific restrictions.
2. Use jigs up to 1oz with multiple hooks, anywhere.
3. Use jigs above 1oz with single hooks, anywhere.

Also, don't fish a jig like an idiot or you'll snag fish.  Fish it like a jig.  Short pops, flutter down.

Not huge, sweeping hooksets, what fish would bite that?

I believe you're referring to #2 which is applying to a Drop Shot/Surf or Carolina/Sinker Slider rig.  When you're thinking about the 1/2 oz rule it doesn't apply for jigs.  Because if it did then #3 would be irrelevant.  So how I read it is that #3 applies to jigs.  Also, take note what Bmb 2.0 posted (see the yellow highlighted area).

So that means if your using a jig (non-buoyant lure) over 1 oz the treble hook doesn't apply in these area below (see 1.71).  Any place beyond this the single (si-wash) hook applies to a non-buoyant lure over 1 oz.

The Sacramento-San Joaquin River Delta includes all rivers, sloughs, canals, cuts, forebays, and flooded islands within the area south of Interstate 80 to its junction with Highway 50, and south of Highway 50 via the Pioneer Bridge to its junction with Highway 99, west of Highway 99, north of Interstate 580, 205, and Highway 120, and east of Interstate 680.
