Allen - You were correct, there was resistance in the HB PC 10 power cable.  After stripping off the 3 inches closest to the battery as you suggested the resistance was gone.  And after rebuilding the connections to the battery, in-line fuse, and a properly waterproofed quick disconnect, the 688 comes on perfectly.

Lesson is it's not enough that proper amount of volts are showing at the pins, there also needs to be very little resistance along the circuit.

While going through this exercise I've also discovered something called Silver Conductive Grease.  It improves conduction on friction fit connections.  I put a very small dab in the female power pins of the 688 head.

Thanks for this idea!  Saved me an enormous amount of hassle!  Now if only I'd got this done yesterday...I'd be fishing right now!   :smt005
