I've bought some very cheap used wetsuits for my 3yo on CL and thrift shops in the Santa Cruz area. So I think you could just check around theft shops along the coast and you'll find one that fits. I mean like $10 or less.  If it's cheap enough, cut off the sleeves and if it's not working, take it to a tailor and ask to sow to threads together.

Surprisingly,   Costco was selling some nice kid PFDs just the other day when I was there (Roseville store). The biggest thing I liked was the crotch strap prevent the thing slip and completely off.  But I'm sure someone will speak up about those.

My kid sits in the back of my outback.  I bring snacks and water for him. I just don't go to far from home bass in the the first few trips in the day incase he gets board quickly. And then the longest one when he is prepared and knows what is expected.     Also,  I added some 5-7 of line on a stick  with a weight and a very small hook so he can  "try to fish".

Fishing on the yak with my son is some of the coolest times of my life

I have a Stohlquist Nemo Child Life Jacket you can have for free.  Send me a PM.

I really like the grab handle behind the collar.
My daughter has outgrown it.  Its really good for kids under 40 lbs.  She's now 7 years old over 50 lbs.  Now she uses a NRS Vista Youth Life Jacket.

Our daughter is a couple years younger than yours, but we went with UV swim shirt & short as rash guards under an O'Neal wetsuit (short sleeves and short legs) from Amazon.  We couldn't find any wetsuits small enough for her locally.

We found that West Marine had the best the selection of toddler and infant PFDs.

My 5 yr old uses a rash guard/swim trunk under a 1 piece wetsuit, with a pfd over.  As someone mentioned, the wetsuits are pretty cheap on amazon,  and you can usually find cheap kids rashgards at sierratradingpost.com ( they have tons of coupons, just sign up for their e-mail list) Don't spend a lot of $$ as they grow so fast you won't be able to make much use for them.

If you are comfortable enough, and just staying in the harbor on a calm day, you could probably get away with just rash guard/swimsuit ( light jacket/parts if weather is colder) and pfd.

+1 I'll outfit my kids in their UV swim shirt and trunks...usually under a full wetsuit (like 2mil). I have gone through a few different PFD's and my favorite is still a youth wakeboard jacket made of neoprene [with crotch strap and grab handle on back; both very important]. I can't find pics at the moment but I usually strap my spare seat into the tankwell and have em ride back there.
Here's the PFD though...
